I bet once you get that all tuned up, you will be good to go, usually thats all it is
Use NGK plugs or Delcos, these cars tend to like there OEM Delco electronic sensors and such..just for future information. I can usually average 18-20 in town if I am good to it.

When people say stuff like that though it makes me wonder about my car. I average 18-21 MIXED. And it is about 50-50. And I don't consider myself to be particularly hard on vehicles.

The O2 can also easily be gotten with out crawling into the car on your head. (pics aren't as good though)
Passenger side lean over usually works good and the beer doesn't get spilled either.

I'm too young for beer
How do you do the lean over though? I don't see how you could get your arms in the right posit. Unless you took the strut tower bar off

Loosen O2: I use an extention. My ratchet is higher than the strut bar.
Lean over pluck O2 out
Lean over thread new O2 in
Tighten w/ratchet
Hook up.
I don't have monster forearms and don't have to take the strut bar out to change plugs or O2'*.

I just ordered an O2 from GMPartsDirect (as in, read this thread, ordered, and came back to reply). After shipping and everything, ORDER TOTAL:
$ 79.50
After everything I've read here, and the way my MPGs have been steadily declining, it should pay for itself within a couple of months....
