i dont know what u mean by split, but the hoses going to the actuators are all good, i can get hot and cold air, i can get it to changes which vents it comes out of but when it comes out the main vents(straight at me) it also comes out at the floor

Ok what I meant is for you to actually take that connector apart and look for collapsed vacuum nipples.
As for the air partially coming from both the vents and the floor would indicate a partially opened/closed airflow door.

No hissing would also indicate either a collapsed vacuum hose or a stuck airflow door.
Find that door...disconnect it....manually move it from one direction to the other...if you can than its going to be either a bad vacuum actuator or a collapsed hose.....if you can't move the door freely when you disconnect it that you found your problem.

ok good news bad news situation found the cause of the weak air flow and it is not a vacuum line.it is worn out "foam" that is not keeping air flowing to the main vents,unfortunately it is far enough back that i cant reach it without taking apart my dash(not gonna happen) but thanks to everyone who tried to help me solve this problem
