Default Question on operation of EVAP Canister Purge valve/Solenoid

The purge valve/solenoid on top of the Charcoal canister is in the closed position when fed voltage. Its not clanging open/closed like the vent solenoid at the valve cover.

If you apply and remove voltage (plug/unplug connector) the valve opens and closes as its supposed to.

Why is it not opening and closing as normal. Is the PCM sending it a signal to remain closed. Or is the valve gone bad.

In the closed position, its pulling vacuum on my gas tank.

(The purge valve opens (vent valve closed) to apply slight vacum in fuel tank. The fuel tank vapors are pulled from fuel tank through the evap canister into the intake. This routine is run by the PCM to basically check the integrity of the Evap System. Normally the purge valve is shut, the vent valve is open.)

This post says its normal for the canister purge valve shut and the vent valve open.

So why am I getting so much vacuum on the gas tank to deform its shape??
