A follow up:
First, thanks PontiacDad, you've been a great help.
I took thew car to a reputable mechanic who tells me there is no pressure from the pump, so your idea regarding the valve seems good. The mechanic further told me that on these cars the rack starts disintegrating, which could be what is causing the problem in the first place, by contaminating the fluid and getting things stuck. He wants $505 to put on a new (or maybe rebuilt) pump. Does that seem reasonable to you? I must be getting old, as I remember getting a rebuilt engine for a BMW 2002 for less than that. Oh well!!

If nothing else, I can hope it will work for a while, to get us out of the deep-freeze here (about 0 degrees at night, last night down to -6), at which point I can just replace the thing or clean those valves my darned self!
