You are correct. It is illegal for them to sell a new car that contains any used/rebuilt parts without explicitly stating so. I don't think any manufacturer would actually go that route either.

I thought only repair work for an accident showed up on car fax...ie - data from insurance companies. Anyhow, it might be worthwhile to see if there is a rebuild date on that sticker or tranny and give you an idea of when it was replaced.

Wierd, all Carfax shows for my car is title changes. Despite my accident. When I bought the car, the dealer provided me very complete records of oil changes and stuff, so I know they did all the work on it.

Have someone with access to GM'* service system run a VIS (Vehicle Identification System, or something like that). It shows the GM service history of the car. It'* very likely that the SRTA was put in by a dealer. Otherwise, it was purchased from a dealer and installed independently. I'll PM you an email address for a guy I know that will run it for you. Any GM dealership service department can do it, but they may or may not. I used to run them all the time working as a service advisor. You also get your car'* "birthday", the SPID sheet showing all the option codes and their meanings, the delivering dealer, etc.
EDIT: I just bothered to look that yours is a 1995. :( It may or may not still be in the system, as GM purges it after 10 model years. Some stay in a little longer. Anything 1996 or newer is probably still in there, though.
