When you replaced your thermostat last time, what are the odds you got some debris from cleaning the old fiber gasket down into the lower intake? (thermostat hole).
Anything like that can jam in a thermostat and prevent it from closing.

Exact same symptoms happened to my car when I first purchased it. If left to idle, the car would hit around 195F, but once you got moving, it would cool all the way down to like 150F for so, so I figured that it was a stuck thermostat. Replaced the t-stat, and engine temps have been consistent ever since. I would seriously consider taking a look out your thermostat maybe one more time.
