Default Noise when turning steering wheel

Hi everyone,
My grandfather has a '95 Bonneville SE with 120,000 miles on it, and lately it has developed a noise when turning the wheel. It is kind of hard to describe, but its like a nonmetallic grinding noise. Does not matter whether the car is standing still or moving. The power steering pump is brand new and so is the serpentine belt. The noise is coming from the wheel area itself and comes from both wheels. The struts in the front were never replaced as far as I know, and neither were the tie-rods. I took a quick look underneath the car and everything seemed to be in place. Steering is tight, but the wheel does not point straight when the car goes straight, but is turned slightly but noticeably to the left, indicating that it needs an alignment. Is there something that needs to be periodically lubricated there? Bad bushings? What could the noise be? Thanks in advance for your replies.

PS Pumps will always make a slight noise.

It could be worn out tire rods

Thanks for your response. Yes, his PS pump does make the normal whine when turning the wheel, but this noise is totally different. Can I check the tie rods to make sure they are bad before replacing them, or should my grandfather just not worry about it and keep driving the car?
