I think thats totally normal under idle conditions... But I'll let one of the SC guys chime in.... At 13mpg I wouldn't be supprised if the O2 was dead...
Guys, Thoughts?

Having played with my SC a bit lately.. here'* some items I found (on 97)
Charcoal (evap) canister has a metal line follow it over the SC inlet to a connection piece of vac line.
The TB has a large vac connector for canister purge going into it.
Under the air box there are two lines going to the charcoal canister.
At the evap purge soleniod (92-95 on canister) (96-99) on back valve cover area.
My vac will flutter w/ac on or a little on startup idle but otherwise drops to -10 on both cars 95 and 97
