Default Low Torque Fuel Filter?

Wasted some free time at Farm & Fleet today and looked at fuel filter prices. Found the one I need (FRAM) and on the side of the fuel filter it said "Low Torque Design". I was freaked out and ran away screaming for my life. No, but serious what does this mean?
