Default Low speed surging

I have a 94 SE with a low speed surge. If I`m in bumper to bumper traffic or cruising very slowly, like in a parking lot or such, with a light throttle, it will surge. it`* OK above idle, runs fine on the highway, and if I kick it in passing gear it pulls fine. No codes and new fuel pump within the last year. Any ideas?

Some possibilities:
Dirty throttle body
Faulty throttle position sensor
Bad fuel pressure regulator
Bad PCM, ICM

same problem on my 94. It feels like a misfire almost or runs rough and does surge. I thought it was my MAF or my cat but now I am sorta lost.

kennyz--- what kind of fuel economy do you get on the city or highway?

Hans, my mileage is almost exclusively highway and I get between 25 and 26 MPG.
