Default Test for EGR

My 96 Bonnie set a code P1406. It'* the 3.8L. Wife went by Autozone and had the code pulled. Print out says the EGR pintle position was 10% of the expected position.

Probable causes
Failed EGR valve
Open or short circuit condition

Is there a way to test the EGR or does it need cleaned (stuck in one position)?
Any help?
The car has been acting up for some time now. When the wife leaves work and goes a short distance and comes to a stop light, the rpm drops off, runs rough, volt guage drops way down.
Don't know if it is related to the EGR code or not.
Thanks for any help.

A stuck open EGR is a vacuum leak, so ya, that will effect the RPM, voltage drop if from the RPM drop. There is a test in the techinfo/testing area off the main menu. But you will likely want to pull the valve and clean it. The test will tell you if the solenoid is working.

Tested the egr with the 9v and it seem to work fine. The gasket was bad. Cleared the codes and thought I made progress. Took a little time but code came back. Replaced the egr. If you push the piston in with a screw driver it would stick but with the 9v it did not. New one would not stick so hope that did it.

If the pintal is sticking then that will cause problems. It needs to move freely.
