Bad rheostat in the headlight switch; you need a new switch. Shouldn't be all that expensive. You'll need to remove the **** (press in the spring clip in the back of the ****), then the plastic lip molding around the gauge cluster to reveal the mounting screws for the switch. It pulls out (carefully) from the front, unplug it from the connector, plug in the new switch and reinstall.

P.*. If I remember right, to get the **** shaft out of the old switch, pull the shaft out to the headlamp-on position, then press a release button in the side of the switch body (visible after you've got the switch out of the dash), and the shaft should pull right out.
