Don't start the car, but turn the ignition on, press the brake, and shift all the way back to "1". Look at the forward face of the shifter, and you'll see a small metal clip. Pull/pry it out. Move the shifter back to D, and then pull the shifter handle straight up. Might have to wiggle it a bit. Now you can lift the console lid after removing the two screws under the ashtray.

On the 2000+ shifters, you have to pull the protective boot down an inch to expose the clip, but on the 92-99 shifters (and earlier SSE/console shifters) the clip is not covered by the boot.
