you are correct, the radiator fill neck is in fact lower than the t-stat, this is why they put bleeders on these cars. air will rise to the highest point in the system, that is why there is a bleeder screw on the t-stat housing, and on 2.8, 3.1 etc., there is also one on the bypass tube that mounts just above the water pump [highest point in the cooling system].

Here'* what happens in the 93:

The PCM monitors the coolant temperature. When the coolant temperature reaches 212 degrees, it switches on the fans to low speed. If the coolant temperature reaches 226 degrees, the fans operate at high speed.

Also, when the A/C high side reaches 210 psi, this causes the high speed fans to run. They should run for a few minutes. That may be slightly different for the R-134a systems.
