Default hard shifts

yesterday i was replacing some vacuum lines replaced the boot the hold the line in the top of the transmission moulder( i think that the name) and i noticed that it able to twist back and forth i just wasn't sure if that is a adjustment or it just loose cause i tried to tighten it and it was still tight. and when i moved it now im gettin hard shifts so my question is it a adjustable part or is it just supposed to move at all?

The stock modulator shouldn't be adjustable, I don't think. At least not just by moving it. Are you sure you got the vacuum lines back together right?
