a cover for something is hanging on the bottom of my car. Should i get it welded back on or should i just take it off. Its hangs on the ground and it makes a lot of noise.

I think a better description or photo is in order here.

um you cant take off your catalytic convertor

you could, but it would be illegal

most likely your bracket has come undone which holds the cat up

Or the cat heatshield? The one attached to the underside of the car, or the one attached to the cat? You need both.

Your instincts serve you well, young Padwan. That heat shield is there to prevent you from igniting brush fires when you park over grass or weeds. Go to an exhaust shop. They should tack it back up for you for about $20, if they even charge you.
