No,it'* definitely not normal. Your fuel tank should be at atmosphere when removing the gas cap. Something may be flukey with the EVAP system. I assume the SES light is not illuminated? codes?

Perfectly Normal! The system is sealed and the Whoosh you hear (and so do I) is when we unscrew the cap and the atmospheric pressure equalizes.

There shouldn't be any equalization of pressure, there is no differential pressure to start with. Something doesn't appear to be right.

I suggest you trace the vacuum line from the evap canister to the fuel tank for more breaks or a disconnection. On cars our age, these lines very commonly crack or split from age.

Normally though, as suggested by markwb, a break in a vac line would result in a code light.

As Mark said, the tank should not be pressurized. only the fuel line is pressurized.

I would look to the venting system and wonder. Do you overfill your tank? Fuel in the evap lines and canister might lead to this type of condition.
