Default Fuel Pressure issue

Having trouble with stumbling in right hand turns and slow starts. She has been alittle flat at WOT too. Checked my fuel pressure today. 0 psi at ignition only. Would go to 38 psi when started, about 41 psi on revved unloaded engine. then drop instantly back to 0 when ignition is off. Maybe a bad check valve in tank? I checked FPR, it did not leak gas but smelled a little of gas (Vacuum line). I also looked at the Maxi fuse center and I seem to be missing a relay ( I think) It would be the far right one on passenger side. Maybe it was never there but the car has every option. Your comments, suggestions or solutions would be greatly appreciated.

That'* typical for 92'* because of the shorter strainer and lack of baffles in the tank.

You should be holding fuel pressure for a while after turning off the key. I got sprayed last time I removed my fuel rail, an hour after shutting off the car. Your pressure is a tiny low when running, but ok. So my opinion is that the valve in the pump isn't preventing back flow.
