The EGR valve on a Series II is on the driver'* side near the firewall. You will see a little corrugated stainless steel pipe running from the exhaust manifold up to the valve, then another pipe from the valve to the lower intake manifold under the throttle body.

Just take it off and clean it up real good then...is it that top black piece, or the whole thing?

The top black piece is where the electrical connector attaches. Just take a look and you'll see. The black plastic top is attached to a cylinder about 2" in diameter and 2" high. This sits on a cast base that is bolted to a flange. The corrugated pipes are attached to the flange. Remove the two 13mm nuts and you should be able to wiggle the valve off the flange. Check to see if there is a buildup of carbon in either of the pipes or in the base of the valve. If you find some crud, clean it out, get a new gasket, bolt it back on, and try it out.
