how much freon do you have in there? either you are low on freon, need another blower or you have to do the blower cleaning,

With the fan on HI, you should read battery voltage at the blower motor. If not, you might have a faulty Blower Control Module. If you do, you may want to clean the evaporator which could limit air flow. I've seen a cleaner at GM dealers that not only improve the air flow but it also disenfects the fins. It removes the musty odors that can be generated in an AC system.

The evaporator is located deep in the blower motor housing and can be accessed through the BCM opening for cleaning.
