The body control module powers the 15amp ctsy 'lamp/pwr' lid fuse.
Does your dad have vanity mirrors in the visors? and if so do those lights work? They're also powered out of the bcm.

Just a thought, but could his issue be related to the ground bar corrosion that some other members have experienced? It was talked about here:

I'm not sure, but I don't think the interior lights go to a common ground connection like that.

Their circuit is hot at all times, and goes on when one of the devices on that circuit (e.g. a pin switch in the door, or a map-light switch) opens a path to ground. So I reserve the right to be wrong (like _that_ never happens ) but I don't think the interior-light circuit would be affected by that particular corroded connection. (Great web page explaining that problem, BTW...)

I've seen this happen on many GM cars. Either you have a ground that has come undone or you have a blown wire coming from the power block in the engine compartment. These wire often have like an inline fuse on them. Worth checking out at least.
