wont turn the a/c on when its 37 deg outside

Correct..it needs to be warm enough.

I think at 37 degrees or less outside ambient temperature, the a/c compressor inherently will not turn on.

the only way it will in that low of temp is if you parked the car when it was above 45 and when you restart it if the display is still reading above 45 which it will until you start moving the computer thinks its still above 45 and the fans will come on. I know because I just did that today ! As soon as you move and the temp display goes to the real outside temp and it say 38 boom fans go off and so does a/c !
