Car will not turn over Updated Fixed!!! VATS strikes again!
Fuses looked good to me
The Starter enable relay is in the MaxiFuse area right?
I am not trying to fix it tonight just get the research done so I can get if fixed this week

I think the enable relay is under the driver'* side dash but I'm not 100% certain.
Double check what the security light is doing.
Try starting with the shifter in neutral.
You can use a jumper or remote starter switch to send 12 volts to the small wire. If it starts & stays running then you can bring it home & we'll continue to trouble shoot. If it starts & then dies after a few seconds that'll point towards a Vats problem which also disables the fuel injectors.

I had VATS issues in my 97 Lumina and also in the 95 Bonne. Neither one of them pointed to the fact that the Security light was doiing anything different than normal. Everything seemed fine but the car would not start. I had no security light issues or anything. You should do the bypass and see if that fixes it.
I've typically heard and seen the light become solid when Vats is acting up. it should blink with key on or door open. When you start it should become solid for a moment and then go out.

I'm not sure if the white connector shown in that link is easy to get to on the Bonneville. If not you can just cut the wires but cut them in an area where there'* enough slack so they can be put back together. You'll find the wires coming down the steering column inside a plastic sleeve.
Here'* a trick you can try. After cutting the wires strip a little insulation off the ends going up into the dash. Now hold those wires to the metal contacts of the spare key & use the other key to start the car. After it starts you can let go of the spare key & the engine will continue to run. It should also restart without having to hold the wires to the key. You'll eventually want to solder in a resistor so the security light stays off.

Looks like another Vats problem in the harness from the ignition switch down to under the dash
I have made up the resistor I need and will install tomorrow night likely after work
Car is not at home so it makes it a bit more difficult
