Finally...LOL, count on BC for an answer that makes sense.
We both had a hard time believeing that it would cost anywhere NEAR $500 dollars
I have emailed him this thread, this is great!!!

First of all, with the engine running, when you slide the dash selector lever to the VENT position from HEAT or DEFROST or wherever, you should hear some wheezing noises from the vacuum solenoids, and you should be able to blow air from the dashboard vents. If it'* stuck on either heater (floor) outlets or windshield defogger outlets, regardless of selector position, you have no vacuum in the system.
If that checks out okay, go under the hood and find the heater valve in one of the heater hoses going into the firewall. Make sure the vacuum line to it is attached. If so, disconnect it and make sure there is actually a vacuum draw in it. If so, see if the valve is seized up in the closed position.
If all the vacuum hoses under the hood seem to be in good shape and the heater valve looks okay, the next most likely source of trouble is a rotary vacuum selector valve on the back of the dashbut this. No. If you can hear the blower blowing, it'* blowing. I think more likely you have either a vacuum line problem or a seized-up heater valve.

If all the vacuum hoses under the hood seem to be in good shape and the heater valve looks okay, the next most likely source of trouble is a rotary vacuum selector valve on the back of the dashboard heater control panel. It tends to break apart when it gets old, and even if its center pin doesn't break, it can leak like a sieve. Pull the dash faceplate, remove the control panel screws, gently pull the control panel outwards, and you will find the rotary valve on the back, where the vacuum lines all converge. Last time I had to buy one it was about $9, no big deal.
If you're still stuck after all this, get back to us and we can try again...
What the...?
Yes, my previous post repeats itself twice. No, it did not go in like that. I can page back in my browser and see it the way it was submitted, and it was just fine. What'* going on?
