mystery part:



what strikes me as odd... equal amount of dirtyness both inside and out
no smell to it other than rubber......it dosnt even look scuffed as to where any sort of line/tube would plug in...

Looking at your pic, I'd say Gary got this right. It looks just like the hose to the bottom of the blower motor to cool the windings.

define blower... like supercharger blower? or blower as in for the heat? if so why would it be on the LOWER side of the back of the engine below the valve cover?

Heater / AC blower motor, located on firewall, just above exhaust manifold where you replaced O2 sensor. Get a mirror and check the underside of the heater blower unit, I'll bet you have two holes that are just begging for that elbow!
