can i use a booster from a 99 se on my 93 seei?

Beats me. Call the local parts puppies and get the part number for each. That'll tell ya.

I wouldn't use used brake parts in any case, though.

Don't count on it. SSE'* and SSEi'* usually got a bigger booster. There are two different sizes.
