Default 99 SLE Passengers Front Wheel

I just did some front end work (see other post) and my front passengers side front wheel will not spin free in neutral. You can turn the rotor about 1/8 th of a turn and it seems to lock up. The test drive seems ok. Equal power both front wheels, trans shifts good. Fluid levels are fine,pink ,no burn smell.
Wheel hub rotates freely when not engaged to half shaft
My question is can you sheer the differental pin puting in a new half shaft or do you think I may have bound up the CV joint somehow?

hmmmm, I really don't think you can shear the diff pin like that.

Did you check this out on jack stands, or trying to push the car? Seems odd to me

Front end was jacked up. Car Drives fine.
Just dont want to throw something through the floorboards.

But I can feel the resistance on the passengers side wheel.
