Passenger door locks electronically but won't unlock, is this an actuator?

Will it unlock if you use the key from the outside, or will it only unlock when using the little slide level from inside?

Does not work with the FOB either. All other doors do. I will have to try unlocking with the key from the exterior.

Door is unable to be locked from the exterior with the key.

Front passenger door is the only one that does not unlock electronically.

Turns out the lock just doesn't have enough power to switch. So if it is unlocked, it won't electronically lock. If it'* locked, it won't electronically unlock. It starts to move, but now enough power.

But it was power locking before, so it must just be dying quickly. Power unlocking just stopped probably 15-20 trips ago. Which was a few weeks, but it wasn't used for quite some time. Does that mean it is an actuator then?
