Default 1995 SSEi fuel pressure Q and SC rattle

I have a 1995 SSEi and have noticed a lack of responsiveness in the throttle....then out of nowhere it would scream for a day or two. I checked fuel pressure and got 42 @ prime and 32 at idle with very little change with throttle hits. I then disconnected the vacuum line from the regulator and got absolutely no change in idle or fuel pressure. While applying throttle (reg connected) there is no pressure change and the reg shaft does not move most of the time. Is this poor fuel pressure from pump or reg/ vac issue?
Car starts and drives fine, just lacking 100% power. Also there is SC rattle at idle...hit throttle and it goes quiet. It sounds like it is towards the middle of the assmbly...would a noisy coupler sound travel that far or would it also be nose cone or other bearings too? Can i put a 3.5" pulley on this M62 and if so do I need to get a smaller belt and do I need a puller for the SC pulley? I thought I read something about it somewhere that Intense or someone rented them by mail??

Update: There is a nasty vacuum leak that sounds like it is coming from the bottom of the regulator...is this the prob? It continues to hiss for 4-5 seconds after engine is off.

Scratch that, it is the egr tube leaking at the intake...would this be enough of a vacuum leak to throw off regulator?
