1995 bonneville Transmision Problem

I am finally getting to fixing this car....
Before I pull the whole transmission out and replace it could this problem I am having be the shift solenoids?
I changed the filter and fluid and that did nothing.
Now I am either to the point of changing it or asking if this could be shift solenoids..
