Default 1995 Bonneville SSEi headlight issue

I recently installed HID low beams on my car and they work fine. The problem is when i put the high beams on which are not HID I can hardly see. I just replaced the bulbs with Silverstar ultras and they are still very dim. It must have something to do with the HID low beams but i cant seem to find anyone else with the same problem.

if we had an inside pic (pic from in your seat at night with them on it would help.)But i do know that 95s had an issue of their headlight switch melting....Also did you install ballasts?

I did install ballast with the HID low beams. It almost seems like the high beams are not getting enough power. I will unplug my HID low beams on one side and see if it makes a difference.
