For all who might run into problems like this,
DTC P0171 ended up being the EVAP Purge Valve, by-passed it with vacuum lines I got from a 96 in the junk yard
and like I said the extreme vacuum was due to the missing O-ring. I knew I had extra parts when I did the UIM
and the fuel pump did crap out. good news when I bought it they had lifetime warranty, now the don't, bad part I had to drop the tank.. oh well all problems solved for now!!

Chompy...how did you diagnose the lean bank code back to the evap being bad.
