At the throttle body, you will find the TV cable, follow the cable from the trans to the throttle body, there will be a tab that will need to be depressed, from that point you pull the cable towards the firewall... Then release the tab, and open the throttle to WOT and the TV cable will adjust on its own...

But the engine has no rev limiters... I remember Padgett saying something about them having a fuel cutoff after a certain point... I think its more the limits of the ECM than anything...
Now my 95 is a diffrent story completely.... Limts at 4000 in park, or moving less than 15mph... After that the fuel cutoff limiter is at 6200 Rpms according to the FSM..
The 91 shows no fuel cutoff at any RPM
