1990 Pontiac Bonneville LE
Blower Motor isn't turning off unless unplugged. Motor functions as it should and provides heat and Ac. Plug has power to it all the time it seems. Motor still runs with Resistor unplugged. I'm starting to think the issue lies with a relay, but I'm stuck with where to go next. I was curious what the relays pictured do. The two right above the blower motor resistor, could one of these be shorted and providing power to the motor with the ignition off?

What speed is it at? Sounds like the controller.

I believe you can still actuate speed with the car on, off it sounds lower. But I haven't tried. Are you referring to a Control Module? They're expensive, I hope its the issue.

I believe the controller is a part of the resistor pack.
