It'* the latching mechanism itself. From not being used they do seize up. I had this happen to 3 of my doors on my 89! What I did was take the doors apart(after getting them open)and take off the rod that'* connected to the outer handle. I did this because everytime I used to lock the doors the latch would seize again--no matter what I did--and taking the rod off meant it didn't matter if the doors were locked or not no one would be able to open the doors from the outer handle anyway!! just from inside(which is a pita sometimes).My rear driver side door works fine because I use it every day--just the pass side doesn't work.
the only way I can see fixing this common problem is to buy new inner locking latches.

The same thing happened to me on my 90 SSE. It took some work but I was able to correct the problem. The most difficult thing for me was actually getting the doors opened rather than fixing the latches. My left rear door was rusted to the point that the mechanism wasn't working but the right rear had a spring rust away which provented it from unlocking. After getting the latch assemblies out of the doors, they were sprayed and soaked in degreaser, dried and repaired as indicated, sprayed with WD40 and then with white lithium spray grease after reinstallation. They work great now.

Any door latch from 1987 to 1991 should work. Provided the "Donor" car has the same relevant options.

on the 91 the button on the door handle on the driver rear is stuck in and will not come out for nothing and we cant open that door. can you take the panel apart from the inside with the door closed to fix it???

You seem to have a combination of latch to rod problem.
Sure you can open it from inside but you will have to free
the inside door panel "in situ", tough on the hands if you have big ones like mine but it is feasible.
There is 1 tork bolt to undo under the inner handle.
2 cross headed screws (one located underneath the ashtray
and 1 in the rest arm.
Pull off the inner panel (start from the bottom where it is more accessible then sstart to pull off all plastic studs off all along the bottom 1 by one.
Once the panel will becoe pretty loose then the worst is past.
Disconnect all wiring plugs and remove the panel to get access
to the complete inner door frame.

The door handle is connected to the door latch via a vertical rod.
Pull the vertical rod up couple of times, this will restart the pressure back on the door ****.

Mostly, a problem like this indicate a latch spring load break or
a heavy corrosion condition.
Inspect the rod action mechanisim and replace the latch as necessary. (91 model latch are still available by GM)

I seem to have a variation of the car door problems. My Two back doors do not open at all on my 90 SSE. The Passenger door opens once in a while, depending on temps outside, it would not open in the winter but i just got it open yesturday when it got up to 80. Took the door apart and it seems to be fine. Sprayed the latch with wd40 and it has been fine. The two back doors no luck opening them. It is like there is no resistance when u press the door handles
