Are you sure that you have 2nd 3rd and 4th??
When you put the selector in D, does the transmission engage immediately?? If it doesn't engage immediately, you have an internal problem.

It does engage immediatly, but still when you push the pedal all the way to the floor it still only goes up to 2300 rpms and still has a slow take off

With it slipping it has me thinking no voltage on pin E. If you unplug the trans and hold that plug towards you, you will see 2 rows of pins in the center. The bottom row you should see copper on all, or most of them. The top center row should have just one with copper in it, that will be the right most one. With the key in the run position but with engine off, test for voltage there. You should have batter voltage or very close to it. If not, then you have a blown fuse.

Do what Dan has suggested. But what I would like you to do is to start off in Low and drive it. Shift it manually to see if it actually has 2nd 3rd and 4th.
If you have no power to Pin E, you will have 2nd gear in 1+2 and 3rd in 3+4.
If you have a bad 1-2 solenoid, you will have a 2nd gear start and 1 upshift to 3rd in OD or D and no upshift to 4th.
If you have no power to Pin E, you will have 2nd gear in 1+2 and 3rd in 3+4.

Well I checked the codes and got 0753 & 0758 which states it is a solenoid a and solenoid b electrical problem. So I called my local transmission shop and the guy there told me there is a wiring problem and I have to make sure everything us plugged in all the way and trace the wiring harness and check all the wires. So I will be doing that tomorrow and I will let you know what I find. Thanks for all the input guys.

As I said, check for battery voltage on pin E. If there is no voltage there, then your electronic transmission will not work right. And will react like you are describing. Check for voltage on pin E
