Two Issues Driving Me Nuts (Wipers And Tilted Tires)
I have a 98 Grand Am GT, and the wipers are driving me nuts, but it may be normal. The wipers park fine, when they are off, however when they are on (in any mode), they only go about 75% down. Is this normal?
The second issue is the rear tires (both sides) seem to have a lot of camber, the top looks tilted in, and bottom looks tilted out. I am going to replace the rear shocks this weekend, (they are beyond bad), but I do not think that will change the camber any, since they are connected to the frame vs say a steering knuckle, which could change camber. the tires look fairly square on the ground contact point. is this just an optical illusion I am seeing, or is there something wrong?

The wipers seem normal, the camber is hard to tell. That'* why they use a machine to line it up. If the inside shoulder of the tire was worn down that is likely the problem.

AFAIK there is no camber adjustment on front or rear. I know you can get camber bolts for front, but the rear is like a solid axel so not sure where the camber kit would go. It is going in for an alignment in a couple of weeks, after I put on new struts on front (just got done putting new tie-rods and ball joints in).
The wiper is driving me crazy, it is almost right in my line of sight. Do replacement wiper motors also stop at the 75% mark?
I am not sure if the tires are wearing funny yet, I just put new ones on. the old ones seemed to have fairly even wear.

If the old ones were good its probably good. You can't judge by the fenders. The replacement motors will be like oem ones. Not much room on a grand am seems normal. If you are not sure you can post a pic and some one who has one could verify

Take a picture of your wipers when they are parked and when they are semi parked.

The tires sound normal. With the mustang wheels on my car, I have noticeably more camber than with the stock wheels, but the tires are wearing perfectly normal. Definitely mention it to them when you get an alignment just for the peace of mind.
