Both my Bonneville and my Regal GS have chrome peeling problems on the rims. I had to replace 1 rim on the Regal because it became such a nusance having to put air in every two days. THe replacement from keystone is kinda crappy too but the chrome isnt peeling. They seem to corrode in the valve stem hole and around the bead.

Chrome on steel seems to last a lot longer than chrome on aluminum alloy. Aluminum allows for incredible designs and offsets while keeping the wheels light, but they are prone to galvanic corrosion. Mine have ran their course in less than 2 years and I'm back to running my stock rims for now. If I get back on the Show Circuit this coming spring a new set is going to be had,

Update: We just got our Bonneville'* chrome wheels (3 of them that were starting to peel) replaced by the local Buick/Pontiac/GMC dealer, no questions asked. (they took over another Pontiac dealer'* franchise, and had the documentation on our car from last year, so that helped.) So, 3 brand new wheels, and one that still looks ok, hopefully that one doesn't have the same problem. These are the optional 16" chrome SE wheels, available only in 04 and 05, in case you were wondering.
