depends on the car they're on i guess. My tires don't have whitewalls so I don't worry about it.
As far as keeping them clean, I use westley'* whitewall bleach on the lettering on my Jeep'* tires. They always come back white as new no matter how crappy I get them.

Holy smokes, white walls went out in the seventies. If you're going to get whitewalls, I'd put the white walls out the way they should be otherwise why waste the money buying white walls
