Every "C" balancer I have removed has come off either in my hand or with very gentle persuation. A "L" balancer requires a puller.

FYI, I had the two balancers... the 90 motor had a bad one, and 89 had good one. Two completely different bolts, but the balancer is the same. Impact on both of them worked no problem [trans attached on both motors]. Also both came off very easily, and I would assume original on both... a little rocking side to side and was good to go. It'* very easy to swap them when the motor is out
