Not sure about him, but I applied mine in 36° weather. I just pre-warmed the decals, and had the heat on in the car full blast (for about 20 minutes idling before beginning).
I also replaced one of my BC decals at the same time.

It was ~20°F here yesterday. I had the heat on in the car and a 1 million CP spotlight trying to warm it up on the outside. I think they came out nicely.
