Call animal control. They aren't keeping their pet under control.

Paint Ball Gun with NO PAINTBALLS IN IT the sound alone is usually enough to scare the cat away from coming back.

I don't know where you live, but most places have leash laws that require pets to be on a leash when outside. That'* where animal control comes in.

My cat stays outside too, but I would respond to any neighbor complaints if I received any. Fortunately for me, where I live there'* plenty of woods and room for a cat to roam without bothering the neighbors.

Ditto that. Then once the cat is out of the picture you should be able to get the scratches out mostly with polishing unless the cat was really dancing around making deep scratches.

Place a tin of mothballs on the roof of the car.

Cats can't stand the smell.

Good luck!
