A/C question

sorry to make another topic about A/C, but the others don't relate to my problem.
Does the A/C unit need to have R-134 in it for the clutch to engage? my unit always has been out of R-134, but it wasnt' realy an issue in the winter. Only once did i actually get out to look at the A/C to see if the clutch engaged while it was on, and it didn't.
I thought someone else said it needs R-134 in it to do it. Could it just be a fill, or will i need a new clutch?
BTW: it is illegal in my state to fill it yourself, it has to be done at a shop, so that factors into the cost
