I'm trying to remember.

The first thing I did was use the Magnet Lasso to pick out my car, then hitting CTRL-J to make that selection in to a new layer. Then I made that hidden, so all I could see is the main layer. I made sure that main layer was selected, and I went to Image>Adjust>Desaturate. That makes it in grayscale. Then use the Find Edges effect. Then hit CTRL-L, and move the middle arrow to the left a bit to lighten it up.

Next, hit Q, then G. Make sure Foreground to Background is selected. Hold Shift and move the gradient tool from the right middle to the left middle.

Hit Q, then go to Select>Inverse.

Then, Filter>Blur>Motion Blur at Angle 0 and Distance 49

Then CTRL-D. Then un-hide your car layer.

That'* it. You can also color in the main layer like I did.
