You have the 1.5 system. The paperclip method will not work. The only "cheapest" diag scanner that will work is the Actron CP9690. It works on OBD 1 and OBD 2 GM systems. About $200.

Corrosion. High resistance causes the cables to get very hot causing them to melt. I suggest replacing all 3 cables. Ground. Positive and the positive to your fuse center.

It's the same thing as my MPVI1, but the MPV12 supports WIFI I think. Mine connects via USB. Software is the same, and the pro version supports up to 5 additional external sensor monitoring.
