My Goal. What is required?
I'd be happy with low 13'*, maybe high 12'*.
Can I do it on a rocker setup or would I need a cam?
My sig includes everything but the PCM (not in yet, need CASE learn).

It can be done with rockers. Rockers & cams are pretty close to each other when you look at the total cost of parts; but a cam will give you more power at a given rpm then rockers ever will. The choice is clear in my opinion

What'* N20 cost $4-6 a pound? That can add up fast if you’re going through a lot of bottles, not to mention I know using it on the street is illegal in Ohio & probably the same in other states. Rockers + a N20 Kit would already cost a few hundred more then a cam would.

If you want any sort of reliability with that much power you'll need a built trans. If you can put up with the extra work involved, go for a cam over rockers...the top end improvement makes it well worth it. You'll also need to look into exhaust, slicks, a fuel system upgrade and a tuner.
Or, you could run N2O to reach your goal. Just keep in mind that if something does go wrong and you're running a decent sized shot you can easily blow the motor if you're not paying attention.
