If you do something that increases torque, you WILL get better HP. HP is derived from torque.... HP=(Torque x RPM)/5250.
Now to get big HP increases, you'll need to increase upper RPM torque. Basically, you can only increase upper or lower torque, if you increase one, but the other stays the same, it might feel like you lowered it, but it'* just relatively lowered.
Some things that boost the whole RPM Range? a Full CAI setup, Box, ducting, and pipe. Cams can be ground for many things, and make an engine totally different. If you get a CAI, loosed up the exhaust slightly, and get a Custom PCM/ECM you'll have some good gains there, accross the whole board.
