Need transmission tuning help!
Seems like I can't catch a break with this project. My 95 Regal is at my friend Bob'* house getting an L67 swap done. I opted to use a 2003 transmission from a Buick Century. Turns out that was a bad idea. He got the car runnin and drove around for a bit, and noticed he only has 1st and 2nd gear. Turns out that the transmission is running in limp mode. He can command the transmission to engage 3rd or 4th through HPTuners, but it won't do it on its own.
He'* usin a 1999 PCM from a Monte Carlo LTZ 3800.
Does anyone have any insight or any help they can offer? I really need this car to run as I need to drive it a long ways soon. Does he have to use a different BIN from a different PCM? Would a 03 BIN from an 03 w-body even flash onto a 99 LTZ PCM?

I've done some more reading and discovered that it flat out cannot be done with a 99 PCM, and that I'll need an 03 PCM from a Regal, Grand Prix, or Bonneville.
The only issue now is the anti-theft/passlock system. The main reason why he used a 99 Monte Carlo PCM was because the passlock system was easy for him to bypass or get working with the engine. Does anyone know if that functionality can be tuned out using HPTuners?

Most of the stuff I've heard is that you need to run an 03 pcm. However I know another guy that definately knows his stuff and does some amazing swaps etc with cool stuff and he said something interesting about 99 pcm running an 03 trans not long ago.

Just as a point of reference for people in the future, I used this particular transmission for a few reasons.
First, it'* from a Buick Century, so it was cheaper. Cheaper to the tune of $225 shipped from ebay with 86k miles out of an insurance auction with rear end collision damage to the donor car, and a 90 day warranty to boot.
Second, its a 2003 transmission. The 2003 transmissions had a hardened (heat treated) 4th, which is much less likely to break. I believe that for those considering transmission swaps, that should be something to take into consideration.
Third, being a 3100 non-HD transmission, it has a 35:35 sprocket ratio, allowing me to use the stock HD differential from a 4T65E-HD to get 3.29 gearing instead of the stock 2.93 gearing you would get from 4T65E-HD'* 33:37 sprocket ratio.
