That IAT is pretty big, I don't think you will have a drill bit that can do the job. I used a dremel with a sanding stone attachment. I put a rag on the inside to cover the hole and held my hand there. With the dremel on high speed it comes off in no time, in a very fine stringy like plastic. Just move around the inside until it'* big enough.

Man, just use a soldering iron. Circle it around the hole several times to widen the hole. Test fit IAT. Doesn't fit, repeat until it does. So simple, no drill bits, no shavings.

With a soldering iron, you have no chance of contaminating the inside of the filter at all, and you can put a reverse taper in the hole so there'* a 'neck' that holds the IAT better.

A step drill (or progressive drill as Morty likes to call it) has the opposite undesirable taper effect in the wrong direction.
