My "dumb" car prevails.. I betcha any money if I unplugged my O2 sensor, and plugged in a lamp to it, it wouldn't throw a code .
O2 sim 'll clear any problems up.. unless your o2 sensor is old, and getting lazy, that may be the culprit of throwing a code.. otherwise, the sim will work just fine .

First of all, the 94 doesn't even need to consider a similuator, as it has only one O2 sensor. None behind the cat.
Secondly, the Cat and the rear O2 are EMISSIONS devices, required by Federal law in all of the US and much of Canada, so no, a shop won't install the spoof for you, even if the cat is legal. I'm not really sure why you would want the shop to charge you to do that?

An O2 spoof is a simple "plug 'n play" deal. All you have to do is disconnect the wiring harness that hooks up to the cat and plug the dummy sensor right in. Then secure it someplace where it won't get torn off or burned and you're good to go. I needed a good PCM reset after I installed mine, too. Of course as Will said, we're only talking about cars that actually HAVE a post-cat O2... lol. Make sure you don't buy one if you don't even have the sensor!

Installing an O2 spoof really isn't "screwing" the law anyway. You've still got a cat on there, it just doesn't convert the exhaust gases to the extent of the original cat. You may still be able to pass an emissions test, it'* just that the car'* computer wasn't set up to accept the new range of voltages it detects. You're pacifying the PCM, but you may still be within the limits of the law. Just because the car thinks your exhaust is funky doesn't mean you're outside the law
